    Career ladder is NOT merit pay!! And retro pay that totals more than what’s owed due to compounding does not equal an interest free loan!!!

      I think they mean thjat if we were owed 8 % from 2009-2011, we should get a lump sum for that amount upon approval and maybe even 3 yrs interest, not wait for it. One problem with the career ladder is how those people are chosen; I support alternative assignments as a concept.
